Why are teams in the NFL allowed to spend under the salary floor?
In 2009 the NFL salary floor was 109 million, yet 19 teams spent less (according to USAToday.com). Why? Is there a punishment for going under the cap? (Should be: WAS there a punishment for going under the cap, given that the CBA expired in 2010)
