How long will the Cleveland Browns be in "rebuilding" mode?

Doesn't it seem like they've been rebuilding for a decade now? I mean why do they continue to get rid of quality players (Edwards, Winslow) for unproved guys. Seems to me Mangini has given up this year and already getting his team ready for next season. Is he right for "rebuilding" the team in the middle of the season?
